![]() Abstract A general purpose Vehicle Control Station (VCS), suitable for use with a wide variety of unmanned vehicles,
![]() has been developed. Current applications of the VCS include aircraft and boat targets employed for military training.
![]() The VCS is also being used in joint research projects related to Remotely Piloted Vehicles (RPVs) and unmanned ground vehicles; in these projects, in addition to basic control of the vehicle the VCS provides sensor control and monitoring, and han-dles data fusion. The underlying design makes the VCS readily adaptable to any telemetry proto-col, and to most vehicle and payload control requirements. Application of this proven technology to existing programs can expand system capabilities. For new unmanned vehicle programs it can reduce development effort required, allowing a focus on application-specific enhancements.
![]() Background The Defence Research Establishment Suffield1 (DRES) has a long background in unmanned vehicle systems development originating in the early 1970s. Unmanned vehi-cles (UVs) or sub-systems for UVs have been developed both for Canadian Forces (CF) use in niche roles, such as targets and landmine detection, and for concept development in broader operational roles such as unmanned surveillance aircraft. DRES staff havealso been involved in ongoing formal and informal assessments of commercial UV sys- tems for potential acquisition by the CF.
![]() By 1992, when the VCS project was initiated, this experience had identified two concerns common to most of the control stations then available or proposed. These were: 1) that individual system costs were being driven up by duplicating solutions al- ready addressed in other UV projects, and

![]() hicle to solve a military requirement.
![]() With regard to the first concern, there are many common requirements in
![]() unmanned vehicle control throughout a broad range of vehicle types or system roles.
![]() Common aspects of UV control include task receipt, mission planning, vehicle control
![]() and monitoring, payload control, and task reporting. Changes in vehicle type and role
![]() result in superficial changes in formats and timing constraints that, if identified in
![]() advance, could be accommodated within a common control station framework. This
![]() framework could then be augmented using the specific characteristics of the vehicle, its
![]() payload, and the supporting command and control infrastructure. New vehicle applica-
![]() tions would then have the benefit of building on proven software and hardware imple-
![]() mentations, resulting in lower technical risk combined with lower development and
![]() support costs.
![]() The second concern relates to the need to integrate the requirements of the UVs
![]() overall role into the control station rather than merely those requirements oriented to
![]() controlling the vehicle. Used in either a military or civil application, an unmanned vehi-
![]() cle will always be ultimately judged on how quickly and how well it fulfils the mission
![]() requirements. This requires that the control station supports the crew in reacting to task
![]() requests, assessing the mission status and reporting the results or progress. Integration
![]() of automated payload management, and the provision of support tools for payload
![]() interpretation and reporting are also key elements to making the overall system respon-
![]() sive to operational requirements. Although in many cases the control of the actual vehi-
![]() cle path and monitoring of vehicle status could be wholly accomplished by automation,
![]() many control stations retain a "flight test" or vehicle development orientation, focussing
![]() on elaborate vehicle controls and status instrumentation.
![]() To address these concerns, DRES undertook to contract the development of a
![]() generic vehicle control station, the VCS, that would be designed from the outset to sup-
![]() port the requirements of diverse vehicles and applications. CDL Systems was selected as
![]() the contractor for this initiative, and have since developed all of the core software and
![]() integrated it on a ruggedized, commercial hardware, platform. As will be expanded on
![]() below, the system has been successfully used in several applications, and forms an excel-
![]() lent platform for other UV requirements.
![]() Hardware Implementation
![]() The VCS is constructed largely from off-the-shelf components. The core compo-
![]() nent for most VCS applications is a ruggedized industrial workstation2 running the
![]() UNIX® operating system. While a broad range of configurations are possible, a typical
![]() hardware configuration includes the processor, 32 megabytes of RAM, a hard disk drive
![]() and 10 serial (RS-232) ports. A video board may be included to allow simultaneous dis-
![]() play of video from two RS-170 input sources as windows within the main computer dis-

![]() expansion capability is available through several standard computer interfaces, includ-
![]() ing VME or EISA cards and SCSI bus peripheral

![]() The standard monitor is a 19-inch, 1280x1024 pixel ruggedized industrial monitor,
![]() although a smaller flat panel display can be substituted if greater portability is required.
![]() The VCS can include one or two computer-controlled Hi-8 format video cassette record-
![]() ers (VCRs). Time coding on the VCRs allows playback in synchronization with vehicle
![]() and payload data, which are typically recorded on the hard disk. For most applications,
![]() a keyboard is not required for operation. Instead, the VCS uses a control panel that
![]() includes a trackball, two joysticks, and several programmable switches. The trackball is
![]() used as a mouse replacement for operating the graphical user interface (GUI). The func-
![]() tionality of the joysticks is programmable according to the particular application; typi-
![]() cally these are used to steer the vehicle and to control a camera on board the vehicle. The
![]() programmable switches parallel the functionality of selected GUI buttons, typically the
![]() most often used or most critical functions.

![]() The equipment is designed to be used in standard 19" equipment racks. Typically,
![]() the VCS is supplied in two shock-isolated transport housings, one containing the work-
![]() station computer and the VCR(s), and the other containing the monitor and control
![]() panel. The computer housing size can be changed to allow inclusion of data link sub-sys-
![]() tems if required. These housings provide standard 19" mount rails, and double as ship-
![]() ping containers. With this configuration, the VCS can be packed or unpacked in under
![]() an hour.
![]() Data Link Interface
![]() For implementations to date, the VCS has interfaced to the vehicle data link
![]() through one or more of its serial ports, although other interface types could be sup-
![]() ported. Asynchronous RS-232/RS-422 communications at speeds up to 460,800 baud can
![]() be accommodated. In past projects, both half duplex and full duplex radio links have
![]() been used. For many applications, the data link is as simple as a radio modem with
![]() omni-directional antenna. For applications utilizing video, wider bandwidth radio
![]() equipment is often required, and in such cases a steerable antenna (controlled by the
![]() VCS) is used. The VCS is compatible with MSAT satellite modems, providing coverage
![]() over all of North America.
![]() For applications requiring high accuracy in the vehicle position, the VCS can
![]() operate with a differential GPS base station and incorporate DGPS correction messages
![]() into the uplink data. Utilizing this technique, ground vehicles controlled by the VCS3
![]() have demonstrated very high accuracy (20 cm) positioning repeatability while in
![]() motion.
![]() The VCS uses a "virtual data link" (VDL) concept to provide compatibility with a
![]() wide variety of systems. Within the VCS, each vehicle has a VDL channel associated with
![]() it. Several software modules can communicate with each VDL channel; for example,
![]() there can be separate control panels for the vehicle and for the payload. For the map dis-
![]() play, information is obtained from all VDL channels. The VDL protocol is designed to be
![]() generic and flexible enough to support most data link requirements.

![]() Given its generic nature the VDL protocol is disparate from the actual data link
![]() protocol used to communicate with the unmanned vehicle. A separate software module,
![]() the Data Link Interpreter (DLI) translates between the raw communications protocol as
![]() seen at the serial input/output, and the VDL protocol. In past projects, the raw protocol
![]() has been specified by the customer, for compatibility with existing vehicle-mounted
![]() equipment.
![]() Beyond this translation role, the DLI module can also be used to implement
![]() higher level control modes for unmanned vehicles. As an example, waypoint navigation
![]() can be (and has been) implemented within the DLI; it keeps its own internal waypoint
![]() table, calculates cross-track error, and then transmits appropriate control demands to the
![]() vehicle. For vehicles that are capable of autonomous waypoint navigation, this is not
![]() necessary - instead, the waypoint information is merely forwarded by the DLI to the
![]() vehicle, translated to the required format.
![]() The VDL also provides an interface through which modules can be added to the
![]() VCS by the end user. A shared memory area for each vehicle being controlled includes
![]() current values of all parameters. Uplink messages can be sent to the DLI for inclusion in
![]() the next uplink packet for the vehicle. User modules can also draw on the Scrolling Map,
![]() either into the background or as dynamic overlays.
![]() Reconnaissance Applications
![]() The first application of the VCS was as a tool for conducting research into military
![]() applications of UVs, primarily reconnaissance, surveillance and target acquisition from
![]() unmanned air vehicles (UAVs). For convenience, the testing was done using a UAV sur-
![]() rogate based on a manned aircraft (a Piper Seneca II). The surrogate was equipped with a
![]() steerable video camera, where the camera pointing and zoom functions were controlled
![]() by the VCS. Aircraft track was controlled by the pilot in response to heading demands
![]() generated by the VCS.

![]() As with subsequent VCS applications, the central display component of the VCS
![]() for this reconnaissance UV application is the situation display, or Scrolling Map. This is a
![]() smoothly-scrolling, vehicle-centred display, which uses vector GIS or scanned maps/
![]() charts as the background, with numerous overlays. The camera or IR imager "footprint"
![]() is shown as a brightened area on the Scrolling Map.

![]() For reconnaissance roles, the key function of the operator is to locate and identify
![]() "targets". Target marking on the VCS is done in a point-and-click fashion within the sen-
![]() sor video window. The coordinates and time of the mark are logged automatically, with
![]() additional parameters related to imagery interpretation entered by the operator.
![]() The vehicle can be directly controlled by the operator, or it can be programmed to
![]() follow the sensor footprint. The VCS also allows the operator to define a "task" for the
![]() vehicle, or for the UV system. Typically, vehicle-centred tasks are defined by a series of
![]() waypoints. A more useful way of defining a reconnaissance task, though, is by defining
![]() the parameters of the job to be performed[1]. For example, an area search task is defined
![]() by specifying the area boundary, along with parameters such as minimum resolution
![]() and minimum dwell time at each stare point. With the VCS, waypoints and search area
![]() vertices are entered using a point-and-click methodology directly on the Scrolling Map,
![]() or they may be transcribed directly from search area definitions associated with tasking
![]() orders received by the VCS.
![]() The VCS looks at mission planning for UV applications as the process of choosing
![]() and sequencing a set of tasks, and editing individual tasks or transit routes between
![]() tasks as required. Tasking requests can be generated internally or can arrive from an out-
![]() side source. The operator, in his mission planning role, is responsible for collecting tasks
![]() into a mission, trying to satisfy possibly conflicting constraints of the tasks, and ensuring
![]() that adequate time and fuel are available to perform the mission. Software assists the
![]() operator in performing this mission planning role.
![]() Although originally intended for use with unmanned systems, potential applica-
![]() tions of the VCS with manned aircraft are also being investigated. These include forest
![]() fire mapping, environmental monitoring, police surveillance, and maritime patrol.
![]() Military Training Targets
![]() The VCS was adopted by the Canadian Forces as a common target control station
![]() for use with a variety of military training target systems. The first of these to use the VCS
![]() was the Barracuda target boat, produced by Bristol Aerospace Limited. The Barracuda[2]
![]() is based on the RIB-P workboat, used by the Canadian and US navies. It can travel at a
![]() speed of 35 knots (62 km/hr) in sea state 3. As a target, it can be used to simulate a fast
![]() patrol boat or, with radar/IR augmentation, a larger warship. Augmented with appro-
![]() priate payloads, it could also be used for electronic warfare (EW) roles and for mine
![]() detection. The Barracuda is equipped with a forward-looking video camera, a GPS
![]() receiver, and a heading-demand autopilot. The VCS adds higher level control modes to
![]() the system, including track demand, station following, and waypoint navigation. For
![]() Barracuda target operations, the control station is normally located onboard a ship, often
![]() the firing ship. The VCS uses GPS position of the control ship along with GPS position
![]() from the Barracuda to automatically point the video receive antenna toward the target.

![]() The VCS is also used to control the Bristol Aerospace Vindicator target. This is a
![]() small, propeller-driven delta wing drone that is capable of speeds up to 200 knots (350
![]() km/hr). The autopilot has heading and altitude demand capability, with higher level
![]() modes (track demand, waypoint navigation, loiter, auto-recover) added by the VCS. For
![]() this application, the VCS additionally accepts control inputs from a handheld control
![]() box, to allow control to be transferred to an outdoor operator for vehicle checkout and
![]() launch and recovery operations, if desired. Launch and recovery are also possible from
![]() the VCS itself.

![]() A single VCS workstation (single operator) can control two targets simulta-
![]() neously. This makes it possible to do coordinated attack profiles, combining both air and
![]() surface targets if desired. Through the built-in networking capability, multiple VCS
![]() workstations can be used to control several targets; in this mode, each operator has con-
![]() trol and status information for the vehicle he controls, while his map display shows the
![]() position of all of the target vehicles in the area. Figure 9: VCS Scrolling Map
![]() (coordinated target attack) Unmanned Ground Vehicles The VCS has recently been
![]() utilized to control an unmanned ground vehicle
![]() (UGV) for an explosive ordnance detection (EOD) role. This project was an adaptation of
![]() an existing UGV and towed metal detector array system (ROMMiDS)4. In this role the
![]() UGV (and associated sensor array) methodically scans a search area, displaying (and

![]() logging) the metal detector response as a function of the array position. Manual control
![]() overrides are implemented to allow the operator to avoid obstacles and to generally
![]() manoeuvre the vehicle.

![]() The VCS was chosen for this project because of its powerful capabilities for sensor
![]() data display. The existing VCS vehicle control panel software was easily adapted for use
![]() with this vehicle, although a new Data Link Interpreter module was needed for compat-
![]() ibility with the Ancaeus control electronics used in the ROMMiDS vehicle.
![]() The standard output of the ROMMiDS metal detector system is a moving strip
![]() chart display of the two sensor elements. In addition to this display, the VCS includes a
![]() scrolling intensity-modulated display, such as would be used for line-scan and "pushb-
![]() room" sensors, whereby a 2-D image is created from a 1-D (linear) array using the for-
![]() ward motion of the vehicle to provide the second dimension. In the ROMMiDS' case, the
![]() array consists of only two metal detector elements, so it is somewhat of a stretch to call
![]() this an image, but this same technique is also applicable to more complex arrays.
![]() For the EOD application, the VCS is used to display the sensor data directly on
![]() the map. In this case the map background can initially be blank, or can consist of grid
![]() lines, topographical lines or any other map background. The sensor data is added to the
![]() map in real-time, as the vehicle is driven over the search area. For these searches, the
![]() ROMMiDS vehicle is programmed to travel back and forth across the area in equally
![]() spaced swaths; an image of the search area is built up as the search proceeds.
![]() The Scrolling Map capability of the VCS is invaluable in this regard, as it allows
![]() the user to select a large map scale (e.g. 10 cm per pixel), while still covering a large area.
![]() E.g. the portion of the map/image that is currently in view could be 75x75 m, whereas

![]() the total search area could be 500x500 m or larger. The maximum size is limited only by
![]() available disk space, since only the currently displayed portion plus a small buffer zone
![]() around it is loaded into memory at any one time.
![]() The powerful and readily extensible payload control capabilities of the VCS,
![]() along with its proven track record for vehicle control, has led to its being selected for a
![]() follow on project, the Improved Landmine Detection Project (ILDP). The ILDP is a high
![]() priority project of the Canadian Department of National Defence to implement an
![]() advanced development model of a scanning landmine detection system. Sensor and sys-
![]() tems expertise is being supplied by a variety of laboratories and companies including
![]() DRES, the Defence Research Establishment Valcartier (DREV), the Defence Research
![]() Establishment Ottawa (DREO), Schiebel Systems Ltd., and SAIC Canada. The systems
![]() integration contractor is Computing Devices Canada (CDC). As with the ROMMiDS
![]() project, the ILDP will use an unmanned ground vehicle as the sensor platform, but the
![]() sensor suite will be extended to include a high sensitivity metal detector, a thermal infra-
![]() red imager, and a thermal neutron activation (TNA) explosives detector. The VCS will be
![]() used to control the unmanned ground vehicle, and to handle sensor data fusion.
![]() Conclusions
![]() A general purpose control station has been developed to meet the vehicle control
![]() and mission information and planning requirements of a wide variety of unmanned
![]() vehicle applications. Its reliance on mostly off-the-shelf hardware components keeps the
![]() cost down and simplifies maintenance. The data link interface is isolated to a single soft-
![]() ware module, making the system readily adaptable to new protocols. The user interface
![]() design allows the focus to be on the operational mission of the UV system, rather than on
![]() low-level vehicle functions. The software has been developed to provide the general
![]() capabilities common to most UV systems, as well as to make it possible to easily config-
![]() ure the system to meet application-specific needs. Evidence of the flexibility of the VCS
![]() design is illustrated by its successful application to a wide variety of vehicle types (land,
![]() sea, and air) as well as to a wide variety of applications including reconnaissance and
![]() surveillance, military training targets, and landmine/ordnance detection.

signs from schools in fear that someone might be offended.
Channel 12 News in Long Island, New York, orders flags removed from the newsroom and red, white, and blue ribbons removed from the lapels of reporters. Why?
Management did not want to appear biased and felt that our nations flag might give the appearance that "they lean one way or another".
Berkeley, California bans U.S. Flags from being displayed on city fire trucks because they didn't want to offend anyone in the community.
In an "act of tolerance" the head of the public library at Florida Gulf Coast University ordered all "Proud to be an American" signs removed so as to not offend international students.
I, for one, am quite disturbed by these actions of so-called American citizens; and I am tired of this nation worrying about whether or not we are offending some individual or their culture. Since the terrorist attacks on September 11, we have experienced a surge in patriotism by the majority of Americans. However, the dust from the attacks had barely settled in New York and Washington D.C. when the "politically correct" crowd began complaining about the possibility
that our patriotism was offending others.
I am not against immigration, nor do I hold a grudge against anyone who is seeking a better life by coming to America. In fact, our country's population is almost entirely comprised of descendants of immigrants; however, there are a few things that those who have recently come to our country, and apparently some native Americans, need to understand.
First of all, it is not our responsibility to continually try not to offend you in any way. This idea of America being a multi-cultural community has served only to dilute our sovereignty and our national identity. As Americans, we have our own culture, our own society, our own language, and our own lifestyle. This culture, called the "American Way" has been developed over centuries of struggles, trials, and victories by millions of men and women who have sought freedom.
Our forefathers fought, bled, and died at places such as Bunker Hill, Antietam, San Juan, Iwo Jima, Normandy, Korea, Vietnam, We speak English, not Spanish, Arabic, Chinese, Japanese, Russian, or any other language. Therefore, if you wish to become part of our society - learn our language! "In God We Trust" is our national motto. This is not some off-the-wall, Christian, Right Wing, political slogan it is our national motto. It is engraved in stone in the House of Representatives in our Capitol and it is printed on our currency. We adopted this motto because Christian men and women, on

Well, I don't know how new it is, it's the first I've seen it... I'm very resistant to conspiracy theories, but there are aspects of this one that I find compelling. Also, if you read down to the end, even though it's rather long, the discussion of the attack already begun on socialist and anti-globalization groups is worth reading.
I'm a retired Special Forces Master Sergeant. That doesn't cut much for those who will only accept the opinions of former officers on military matters, since we enlisted swine are assumed to be incapable of grasping the nuances of doctrine.
But I wasn't just in the army, I studied and taught military science and doctrine. I was a tactics instructor at the Jungle Operations Training Center in Panama, and I taught Military Science at West Point.
And contrary to the popular image of what Special Forces does, SF's mission is to teach. We offer advice and assistance to foreign forces. That's everything from teaching marksmanship to a private to instructing a Battalion staff on how to coordinate effective air operations with a sister service.
Based on that experience, and operations in eight designated conflict areas from Vietnam to Haiti, I have to say that the story we hear on the news and read in the newspapers is simply not believable.
The most cursory glance at the verifiable facts, before, during, and after September 11th, does not support the official line or conform to the current actions of the United States government.
But the official line only works if they can get everyone to accept its underlying premises. I'm not at all surprised about the Republican and Democratic Parties repeating these premises.They are simply two factions within a single dominant political class, and both are financed by the same economic powerhouses.
My biggest disappointment, as someone who identifies himself with the left, has been the tacit acceptance of those premises by others on the left, sometimes naively, and sometimes to score some morality points.
Those premises are twofold. One, there is the premise that what this de facto administration is doing now is a "response" to September 11th. Two, there is the premise that this attack on the World Trade Center and the Pentagon was done by people based in Afghanistan. In my opinion, neither of these is sound.
To put this in perspective we have to go back not to September 11th, but to last year or further.
A man of limited intelligence, George W. Bush, with nothing more than his name and the behind-the-scenes pressure of his powerful father-a former President, ex-director of Central Intelligence, and an oil man-is systematically constructed as a candidate, at tremendous cost. Across the country, subtle and not-so-subtle mechanisms are put into place to disfranchise a significant fraction of the Democrat's African-American voter base.
This doesn't come out until Florida becomes a battleground for Electoral College votes, and the magnitude of the story has been suppressed by the corporate media to this day. In a decision so lacking in legitimacy, the Supreme Court will neither by-line the author of the decision nor allow the decision to ever be used as a precedent, Bush v. Gore awards the presidency of the United States to a man who loses the popular vote in Florida and loses the national popular vote by over 600,000.
This de facto regime then organizes a very interesting cabinet. The Vice President is an oil executive
and the former Secretary of Defense. The National Security Advisor is a director on the board of a transnational oil corporation and a Russia scholar. The Secretary of State is a man with no diplomatic experience whatsoever, and the former Chair of the Joint Chiefs of Staff. The other interesting appointment is Donald Rumsfeld as Secretary of Defense. Rumsfeld is the former CEO of Searle Pharmaceuticals.
He and Cheney were featured as speakers at the May, 2000, Russian-American Business Leaders Forum.
So the consistent currents in this cabinet are petroleum, the former Soviet Union, and the military.
Based on the record of Daddy Bush, in all his guises, and the general trajectory of US foreign policy as far back as the Carter Administration, I feel I can reasonably conclude that Middle Eastern and South Asian fossil fuels are one of their major preoccupations. Not just because this klavern has some very direct financial interests in fossil fuel, but because they surely know that worldwide oil production is peaking as we speak, and will soon begin a permanent and precipitous decline that will completely change the character of civilization as we know it within 20 years.
Even the left seems to be in deep denial about this, but the math is available. And, no, alternative energies and energy technologies will not save us. All the alternatives in the world can not begin to provide more than a tiny fraction of the energy base now provided by oil. This makes it more than aresource, and the drive to control what's left more than an economic competition.
I further conclude that the economic colonization of the former Soviet Union is probably high on that agenda, and in fact has a powerful synergy with the issue of petroleum. Russia not only holds vast untapped resources that beckon to imperialism in crisis, it remains a credible military and nuclear challenger in the region.
We have not one, but three members of the Bush de facto cabinet with military credentials, which makes the cabinet look quite a lot like a military General Staff. All this way before September 11th.
Then there's the subject of the North Atlantic Treaty Organization. NATO might have expected consignment to the dustbin of the Cold War after the Eastern Bloc shattered in 1991. Peace dividend and all that. But it didn't.
It expanded directly into the former states of the Eastern Bloc toward the former Soviet Union,and contributed significant forces to the devastation of Iraq-a key country in the world oil market, over which control translates into the ability to manipulate oil prices.
NATO is a military formation, and the United States exerts the controlling interest in it. It seemed like a form without a function, but it remedied that pretty quickly.
Then when Yugoslavia refused to play ball with the International Monetary Fund, the US and Germany began a systematic campaign of destabilization there, even using some of the veterans of Afghanistan in that campaign.
NATO became the military arm of that agenda-the break-up of Yugoslavia into compliant statelets, the further containment of the former Soviet Union,and the future pipeline easement for Caspain Sea oil to Western European markets through Kosovo.
You see, this is important to understand, and people-even those against the war talk-are tending to
overlook the significance of it. NATO is not a guarantor of international law, and it is not a humanitarian organization. It is a military alliance with one very dominant partner. And it can no longer claim to be a defensive alliance against European socialists. It is an instrument of military aggression.
NATO is the organization that is now going to thrust further along the 40th parallel from the Balkans through the Southern Asian Republics of the former Soviet Union. The US military has already taken control of a base in Uzbekistan. No one is talking about how what we are doing seems to be a very logical extension of a strategy that was already in motion, and has beenin motion for two decades. Once we recognize the pattern of activity designed to simultaneously consolidate control over Middle Eastern and South Asian oil, and contain and colonize the former Soviet Union, Afghanistan is exactly where they need to go to pursue that agenda.
Afghanistan borders Iran, India, and even China but, more importantly,the Central Asian Republics of the former Soviet Union, Uzbekistan,Turkmenistan and Tajikistan. These border Kazakhstan. Kazakhstan borders Russia. Turkmenistan sits on the Southeastern quadrant of the Caspian Sea, whose oil the Bush Administration dearly covets. Afghanistan is necessary for two things: as a base of operations to begin the process of destabilizing, breaking off, and establishing control over the South Asian Republics,which will begin within the next 18-24 months in my opinion, and constructing a pipeline through Turkmenistan, Afghanistan, and Pakistan to deliver petroleum to the Asian market.
The BBC was recently told by Niaz Naik, a Pakistani Foreign Secretary, that senior American officials were warning them as early as mid-July that military action for mid-October was being planned for Afghanistan.
In 1996,the Department of Energy was issuing reports on the desirability of a pipeline through Afghanistan, and in 1998, Unocal testified before the House Subcommittee on Asia and the Pacific that this pipeline was crucial to transport Caspian Basin oil to the Indian Ocean.
Given this evidence that a military operation to secure at least a portion of Afghanistan has been on the table, possibly as early as five years ago,I can't help but conclude that the actions we are seeing put into motion now are part of a pre-September 11th agenda.
I'm absolutelysure of that, in fact. The planning alone for operations, of this scale,that are now taking shape, would take many months. And we are seeing them take shape in mere weeks.
It defies common sense. This administration is lying about this whole thing being a "reaction" to September 11th. That leads me, in short order, to be very suspicious of their yet-to-be-provided evidence that someone in Afghanistan is responsible. It's just too damn convenient. Which also leads me to wonder-just for the sake of knowing-what actually did happen on September 11th, and who actually is responsible.
The so-called evidence is a farce. The US presented Tony Blair's puppet government with the evidence, and of the 70 so-called points of evidence, only nine even referred to the attacks on the World Trade Center, and those points were conjectural. This is a bullshit story from beginning to end.
Presented with the available facts, any 16-year old with a liking for courtroom dramas could tear this story apart like a two-dollar shirt.But our corporate press regurgitates it uncritically. But then, as we should know by now, their role is to legitimize.
This cartoon heavy they've turned bin Laden into makes no sense, when you begin to appreciate the complexity and synchronicity of the attacks. As a former military person who's been involved in the development of countless operations orders over the years, I can tell you that this wasa very sophisticated and costly enterprise that would have left what we call a huge "signature".
In other words, it would be very hard to effectively conceal.
So there's a real question about why there was no warning of this. That can be a question about the efficacy of the government's intelligence apparatus. That can be a question about various policies in the various agencies that had to be duped to orchestrate this action.
And it can also be a question about whether or not there was foreknowledge of the event, and that foreknowledge is being covered up. To dismiss this concern out of hand as the rantings of conspiracy nuts is premature. And there is a history of this kind of thing being done by national political bosses, including the darling of liberals,

The planes are all hijacked between 7:45 and 8:10 AM Eastern Daylight Time .

This is an event already that is unprecedented. But the President is not notified and going to a Florida elementary school to hear children read.
By around 8:15 AM, it should be very apparent that something is terribly wrong. The President is glad-handing teachers.
By 8:45, when American Airlines Flight 11 crashes into the World Trade Center, Bush is settling in with children for his photo ops at Booker Elementary. Four planes have obviously been hijacked simultaneously, an event never before seen in history, and one has just dived into the worlds best know twin towers, and still no one notifies the nominal Commander in Chief.
No one has apparently scrambled any Air Force interceptors either.
At 9:03, United Flight 175 crashes into the remaining World Trade Center
building. At 9:05, Andrew Card, the Presidential Chief of Staff whispers
to George W. Bush. Bush "briefly turns somber" according to reporters.
Does he cancel the school visit and convene an emergency meeting? No.
He resumes listening to second graders read about a little girl's pet fucking goat, and continues this banality even as American Airlines Flight 77 conducts an unscheduled point turn over Ohio and heads in the direction of Washington DC.
Has he instructed Chief of Staff Card to scramble the Air Force? No.
An excruciating 25 minutes later, he finally deigns to give a public statement telling the United States what they already have figured out; that there's been an attack by hijacked planes on the World Trade Center.
There's a hijacked plane bee-lining to Washington, but has the Air Force been scrambled to defend anything yet? No.
At 9:30, when he makes his announcement, American Flight 77 is
still ten minutes from its target, the Pentagon.
The Administration will later claim they had no way of knowing that the Pentagon might be a target, and that they thought Flight 77 was headed to the White House, but the fact is that the plane has already flown South and past the White House no-fly zone, and is in fact tearing through the sky at over 400 nauts.
At 9:35, this plane conducts another turn, 360 degrees over the Pentagon, all the while being tracked by radar, and the Pentagon is not evacuated, and there are still no fast-movers from the Air Force in the sky over Alexandria and DC.
Now, the real kicker. A pilot they want us to believe was trained at a Florida puddle-jumper school for Piper Cubs and Cessnas, conducts a well-controlled downward spiral, descending the last 7,000 feet in two-and-a - half minutes, brings the plane in so low and flat that it clips the electrical wires across the street from the Pentagon, and flies it with pinpoint accuracy into the side of this building at 460 nauts.
When the theory about learning to fly this well at the puddle-jumper school began to lose ground, it was added that they received further training on a flight simulator.
This is like saying you prepared your teenager for her first drive on I- 40 at rush hour by buying her a video driving game. It's horse shit!
There is a story being constructed about these events. My crystal ball is not working today, so I can't say why.
But at the least, this so-called Commander-in-Chief and his staff that we are all supposed to follow blindly into some ill-defined war on terrorism is criminally negligent or unspeakably stupid. And at the worst, if more is known or was known, and there is an effort to conceal the facts, there is a criminal conspiracy going on.
Certainly, the Bush de facto administration was facing a confluence of crises from which they were temporarily rescued by this event. Whether they played a sinister role or not, there is little doubt that they have at the very least opportunistically pounced on this attack to overcome their lack of legitimacy, to shift the blame for the encroaching recession from capitalism to the September 11th terror attack, to legitimize their pre-existing foreign policy agenda, and to establish and consolidate repressive measures domestically and silence dissent.
In many ways, September 11th pulled the Bush cookies out of the fire.
And given them the green light to begin constructing a long-term scenario within which to establish fascistic control measures at home and abroad as a citadel for the ruling class in the catastrophic conjuncture that we are entering based on the end of oil.
This elephant in the living room is being studiously ignored.
In fact,the domestic repression has already begun, officially and unofficially. It's kind of a latter day McCarthyism. I participated in a teach-in at Chapel Hill, North Carolina, on the 17th of September, and though not a single person on the panel excused or justified the attacks, and every person there offered either condolences and prayers for the victims, we were excoriated within two days as "enemies of America."
Yesterday an op-ed called for my deportation (to where, one can only guess) . Now Herr Ashcroft is fast tracking the biggest abrogation of US civil liberties since the so-called anti-terrorism legislation after the Oklahoma City bombing-which by the way hasn't resulted in anti-terrorism but in the acceleration of the application of the racist death penalty.The FBI has defined terrorist groups not by whether any given group has ever acted as terrorists, but by their beliefs .
Some socialists and! ! anti-globalization groups have already been identified by name as terrorist groups, even though there is not a single shred of evidence that they have ever participated in any criminal activity.
It reminds me of the Smith Act that was finally declared unconstitutional, but only after a hell of a lot of people served a hell of a long time in jail for the crime of thinking.
I think this also points to yet another huge problems that the Bush regime was facing. Worldwide resistance to the whole so-called neoliberal agenda, which is a prettied up term for debt-leverage imperialism. While debt and the threat of sanctions has been used to coerce nations in the periphery, we have to understand that the final guarantor of compliance remains military action.
For a global economic agenda, there is always a corresponding political and military agenda.
The focal point of these actions in the short term is Southern Asia, but they have already scripted this as a worldwide and protracted fight against terrorism. It's far better than drug wars as a rationalization, and the drug war thing was being discredited in any case. Leftists are regaining power and popularity in Venezuela, El Salvador, Nicaragua, Ecuador, Colombia, the Dominican Republic, Haiti, Brazil, and Argentina.
Cuba has gained immense prestige over the last few years. The empire is beginning to unravel. We can hardly justify intervention in these places by saying they are not towing the economic line by allowing the absolute domination of their societies by transnational corporations. That exposes the agenda. So we simply claim they are supporting terrorism.
It's for all these reasons I say the left has missed the boat on this one, by allowing them to get away with rushing past the question of who did what on September 11th.
If the official story is a lie, and I think the circumstantial case is strong enough to stay with this question, then we really do need to know what happened. And we need to understand concretely what the motives of this administration are.
And we need to understand more than just their immediate motives, but where the larger social forces
that underwrite our situation right now are headed. I do not think this administration is engaged in the deliberative process of a political grouping that is on top of their game. They are putting together some very deliberative technical solutions in response to a larger situation that it slipping rapidly out of their control. Like clear cutting.
There's a very smart technology being employed to do a very dumb thing.What they are responding to is not September 11th, but the beginning of a permanent and precipitous decline in worldwide oil production, the beginning of a deep and protracted worldwide recession, and the unraveling of the empire.
This brings me to a point about what all this means for Americans' security, which they are perfectly justified to worry about. The actions being prepared by this administration will not only not enhance our security, it will significantly degrade it. Military action against many groups across the globe, which is what the administration is telling us quite openly they are planning to do, will put a lot of backs against the wall.
That can't be very secure.
The concept of war being touted here is a violation of the principles of war on several counts, and will inevitably lead to military catastrophes, if you're inclined to view this from a position of moral and political neutrality.
And the people who are now in possession of half the world's remaining oil reserves are subject to destabilization for which we can't even pretend to predict the consequences-but loss of access to critical energy supplies is certainly within the realm of possibility. Worst of all, we will be destabilizing Pakistan, a nuclear power in an active conflict with its neighbor, and we will be provoking Russia, another nuclear power. The security stakes don't get any higher, and Americans can ill afford to ignore nukes.
And I think that this domestic agenda is a tremendous threat to the security of anyone who is critical of the government or their corporate financiers, and we already know that the real threats are against populations that can easily be scapegoated as the domestic crisis deepens. There is a very real threat right now of creeping fascism in this country, and that phenomenon requires its domestic enemies. Historically those enemies have included leftists, trade unionists, and racially and nationally oppressed sectors.
This whole "state of emergency" mentality is already
being used to quiet the public discourses of anti-racism,
of feminism, of environmentalism, and of both socialism
and anarchism. And while there is token resistance by officials to anti-Muslim xenophobia, the stereotypical images have saturated the media, and the government is already beginning to openly re-instate racial profiling.
It is only a short step from there to go after other groups.
We have long been prepared by the ideologies of overt and covert racism, and racism as both institution and corresponding psychology in the United States is nearly intractable.
It's for all these reason, I say emphatically that we can not accept anything from this administration;not their policies nor their bullshit stories.
What they are doing is very, very dangerous, and the time to fight back against them, openly, is right now, before they can consolidate their power and their agenda. Once they have done that, our job becomes much more difficult.
The left, if it has the capacity to self-organize out of its oblivion, needs to understand its critical roles here. We have to play the role of credible, hard-working, and non-sectarian partners in a broader peace movement. We have to study, synthesize, and describe our current historical conjuncture.
And we have to prepare leadership for the decisive conflict that will emerge to first defeat fascism then take political power.
Rosa Luxemburg's words are truer than ever right now. We are not faced with a choice between socialism and capitalism, but socialism or barbarism. And what we can least afford are denial and timidity.

Inaugural Address
Friday, January 20, 1961
Vice President Johnson, Mr. Speaker, Mr. Chief Justice, President Eisenhower, Vice President Nixon, President Truman, reverend clergy, fellow citizens, we observe today not a victory of party, but a celebration of freedom - symbolizing an end, as well as a beginning - signifying renewal, as well as change. For I have sworn before you and Almighty God the same solemn oath our forebears prescribed nearly a century and three quarters ago.
The world is very different now. For man holds in his mortal hands the power to abolish all forms of human poverty and all forms of human life. And yet the same revolutionary beliefs for which our forebears fought are still at issue around the globe - the belief that the rights of man come not from the generosity of the state, but from the hand of God.
We dare not forget today that we are the heirs of that first revolution. Let the word go forth from this time and place, to friend and foe alike, that the torch has been passed to a new generation of Americans - born in this century, tempered by war, disciplined by a hard and bitter peace, proud of our ancient heritage - and unwilling to witness or permit the slow undoing of those human rights to which this Nation has always been committed, and to which we are committed today at home and around the world.
Let every nation know, whether it wishes us well or ill, that we shall pay any price, bear any burden, meet any hardship, support any friend, oppose any foe, in order to assure the survival and the success of liberty.
This much we pledge - and more.
To those old allies whose cultural and spiritual origins we share, we pledge the loyalty of faithful friends. United, there is little we cannot do in a host of cooperative ventures. Divided, there is little we can do - for we dare not meet a powerful challenge at odds and split asunder.
To those new States whom we welcome to the ranks of the free, we pledge our word that one form of colonial control shall not have passed away merely to be replaced by a far more iron tyranny. We shall not always expect to find them supporting our view. But we shall always hope to find them strongly supporting their own freedom - and to remember that, in the past, those who foolishly sought power by riding the back of the tiger ended up inside.
To those peoples in the huts and villages across the globe struggling to break the bonds of mass misery, we pledge our best efforts to help them help themselves, for whatever period is required - not because the Communists may be doing it, not because we seek their votes, but because it is right. If a free society cannot help the many who are poor, it cannot save the few who are rich.
To our sister republics south of our border, we offer a special pledge - to convert our good words into good deeds - in a new alliance for progress - to assist free men and free governments in casting off the chains of poverty. But this peaceful revolution of hope cannot become the prey of hostile powers. Let all our neighbors know that we shall join with them to oppose aggression or subversion anywhere in the Americas. And let every other power know that this Hemisphere intends to remain the master of its own house.
To that world assembly of sovereign states, the United Nations, our last best hope in an age where the instruments of war have far outpaced the instruments of peace, we renew our pledge of support - to prevent it from becoming merely a forum for invective - to strengthen its shield of the new and the weak - and to enlarge the area in which its writ may run.
Finally, to those nations who would make themselves our adversary, we offer not a pledge but a request: that both sides begin anew the quest for peace, before the dark powers of destruction unleashed by science engulf all humanity in planned or accidental self-destruction.
We dare not tempt them with weakness. For only when our arms are sufficient beyond doubt can we be certain beyond doubt that they will never be employed.
But neither can two great and powerful groups of nations take comfort from our present course - both sides overburdened by the cost of modern weapons, both rightly alarmed by the steady spread of the deadly atom, yet both racing to alter that uncertain balance of terror that stays the hand of mankind's final war.
So let us begin anew - remembering on both sides that civility is not a sign of weakness, and sincerity is always subject to proof. Let us never negotiate out of fear. But let us never fear to negotiate.
Let both sides explore what problems unite us instead of belaboring those problems which divide us.
Let both sides, for the first time, formulate serious and precise proposals for the inspection and control of arms - and bring the absolute power to destroy other nations under the absolute control of all nations.
Let both sides seek to invoke the wonders of science instead of its terrors. Together let us explore the stars, conquer the deserts, eradicate disease, tap the ocean depths, and encourage the arts and commerce.
Let both sides unite to heed in all corners of the earth the command of Isaiah - to "undo the heavy burdens ... and to let the oppressed go free."
And if a beachhead of cooperation may push back the jungle of suspicion, let both sides join in creating a new endeavor, not a new balance of power, but a new world of law, where the strong are just and the weak secure and the peace preserved.
All this will not be finished in the first 100 days. Nor will it be finished in the first 1,000 days, nor in the life of this Administration, nor even perhaps in our lifetime on this planet. But let us begin.
In your hands, my fellow citizens, more than in mine, will rest the final success or failure of our course. Since this country was founded, each generation of Americans has been summoned to give testimony to its national loyalty. The graves of young Americans who answered the call to service surround the globe.
Now the trumpet summons us again - not as a call to bear arms, though arms we need; not as a call to battle, though embattled we are - but a call to bear the burden of a long twilight struggle, year in and year out, "rejoicing in hope, patient in tribulation" - a struggle against the common enemies of man: tyranny, poverty, disease, and war itself.
Can we forge against these enemies a grand and global alliance, North and South, East and West, that can assure a more fruitful life for all mankind? Will you join in that historic effort?
In the long history of the world, only a few generations have been granted the role of defending freedom in its hour of maximum danger. I do not shrink from this responsibility - I welcome it. I do not believe that any of us would exchange places with any other people or any other generation. The energy, the faith, the devotion which we bring to this endeavor will light our country and all who serve it - and the glow from that fire can truly light the world.
And so, my fellow Americans: ask not what your country can do for you - ask what you can do for your country.
My fellow citizens of the world: ask not what America will do for you, but what together we can do for the freedom of man.
Finally, whether you are citizens of America or citizens of the world, ask of us the same high standards of strength and sacrifice which we ask of you. With a good conscience our only sure reward, with history the final judge of our deeds, let us go forth to lead the land we love, asking His blessing and His help, but knowing that here on earth God's work must truly be our own.

Heavy snow fell the night before the inauguration, but thoughts about cancelling the plans were overruled. The election of 1960 had been close, and the Democratic Senator from Massachusetts was eager to gather support for his agenda. He attended Holy Trinity Catholic Church in Georgetown that morning before joining President Eisenhower to travel to the Capitol. The Congress had extended the East Front, and the inaugural platform spanned the new addition. The oath of office was administered by Chief Justice Earl Warren. Robert Frost read one of his poems at the ceremony.
